Document Description
The Joint Morgan Hill-Gilroy Sewer Trunk Line Repairs Project involves the repair and rehabilitation of an existing sanitary sewer trunk line jointly owned and operated by the cities of Gilroy and Morgan Hill. Work includes sewer point repair using open-cut methods, sewer relining with cured-in-place pipe (CIPP) liners, manhole repair and rehabilitation, raising buried manholes to grade, and application of magnesium hydroxide slurry to the interior pipe crowns to inhibit corrosion. The work will occur at various locations throughout the City of Gilroy and the unincorporated County of Santa Clara, including sewer repair at Leavesley Road and US-101, relining along the farm access road easement between Holloway Road and Southside Drive, and manhole rehabilitation and crown spraying at multiple street and easement locations from California Avenue to Southside Drive.
The project addresses deteriorated conditions in the existing sewer system. Its purpose is to extend the service life of the trunk line and reduce the risk of pipe failure and internal corrosion, which protects public health and groundwater quality in the surrounding area. No new sewer infrastructure will be constructed, and no expansion of the system's capacity or use will occur, since all work is limited to repair and rehabilitation of existing facilities within established rights-of-way and easements. The project maintains reliable and uninterrupted sewer service for the communities of Gilroy, Morgan Hill, and the unincorporated County of Santa Clara. Because it consists solely of repair and minor alteration of existing public utility facilities, the project is categorically exempt from CEQA under State CEQA Guidelines Section 15301 (Existing Facilities).
