The Proposed Project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15303, New Construction or Conversion of Small Structures, of the CEQA Guidelines. The Proposed Project consists of the removal and replacement of an existing monument sign with a new freestanding electronic message board sign located in the same location on a previously developed commercial site. The Project involves minor new construction of small structure and will not result in a significant expansion of the existing use.
