Document Description
The existing protection of the 1000 KVA temporary transformer to serve the rental chiller, located in the Co-Gen Building, is undersized. This project will replace the existing CT Ratio from 100:5A with a higher CT Ratio of 200:5A, along with the replacement of 200A MV fuse, and overload relay to fully protect the system when the existing rental chiller is running at 100% capacity.

Reasons for Exemption
CEQA Section 15301 applies to the maintenance, repair, and minor alteration of existing public or private facilities, including mechanical equipment, so long as there is negligible or no increase in capacity or expansion of use. The Co-Gen Building is an existing facility, and the minor upgrades to the temporary rental chiller will not expand capacity nor change the facility's use. A portion of the Norwalk Metropolitan State Hospital campus is included in the Norwalk State Hospital Historic District, which is eligible for both the National Register and California Register; however, the Co-Gen Building is a modern structure that is located outside of the boundaries of the Historic District. All project activities are internal to the building and there is no ground disturbance associated with the project. The project will not have a significant effect on resources in the area. The State has confirmed no exceptions to the exemption apply.
