Document Description
The project proposes procurement of specialized treatment equipment required for direct potable water reuse (DPR) and construction and operation a new approximately 10,000 square-foot DPR Demonstration Facility (Demonstration Facility) using the procured DPR equipment. The purpose of the Demonstration Facility is to facilitate evaluation of DPR treatment options for regulatory acceptance and additional operational data collection for process optimization. Some of the specialized equipment includes ozone, granular activated carbon and biologically activated carbon filters, membrane filtration, ultraviolet light disinfection systems with advanced oxidation processes, reverse osmosis equipment, lime stabilization systems, chemical feed systems, electrical equipment, variable frequency drive equipment, plant and computer control equipment, motors, and operations field offices. The demonstration facility would be located on an existing paved area and would be approximately 155 feet long and 65 feet wide. Ingress and egress would be via existing roads.

The proposed project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographic features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The proposed project consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The proposed project consists of basic data collection, research, experimental management, and resource evaluation activities, which do not result in a serious or major disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action, which a public agency has not yet approved, adopted, or funded.
