Document Description
San Ysidro High School is currently operating with an aging gymnasium roof and an inadequate HVAC system. To address this, the District is proposing to replace the existing gymnasium roof and install a new rooftop HVAC system at San Ysidro High School, located at 5353 Airway Road, San Diego, CA 92154. The project would include replacing the existing roof systems with a new single-ply roof assembly that meets current Title 24 requirements; replacing deteriorated flashing, curbs, and drainage elements; verifying and reinforcing structural framing as necessary to support new rooftop HVAC units; installing new mechanical equipment, curbs, pads, and associated ductwork; installing new primary roof drains and overflow drains to
correct existing drainage deficiencies; installing new electrical circuits, conduits, and controls for the new mechanical units; and installing a new roof access hatch, guardrail system, exterior ladder improvements, roof walk pads, and fall-protection tie-off posts to meet Occupational Safety and Health Administration-compliant roof access provisions. No expansion of the gymnasium's capacity, student enrollment, building footprint, or operational hours would occur. All construction activities would be confined to the existing gymnasium rooftop, and the proposed project would not alter the function or use of the gymnasium.

Notice of Exemption
Exempt Status
Categorical Exemption
Type, Section or Code
15301, 15302, 15303
Reasons for Exemption
The proposed project would involve the replacement of the existing gymnasium roof and installation of a new rooftop HVAC system at San Ysidro High School to address deteriorating roof conditions and inadequate mechanical equipment. The new roof assembly and HVAC units would serve the same function as the existing systems without expanding the gymnasium's capacity or altering its use. As such, the proposed project qualifies for a categorical exemption under CEQA Section 15301, Existing Facilities, because the project consists of the repair, maintenance, and minor alteration of an existing structure involving negligible or no expansion of use; Section 15302, Replacement or Reconstruction, because the new facilities will be located
on the same site as the structures replaced and will have substantially the same purpose and capacity as the structures being replaced; and Section 15303, New Construction or Conversion of Small Structures, because the project involves the installation of small new equipment and associated improvements, including new
rooftop HVAC units, associated ductwork, electrical circuits, conduits, and an OSHA-compliant roof access path, which are limited in size and scope and accessory to the existing gymnasium.
