Document Description
The City of Pleasant Hill (City) and the City of Concord propose to provide surface stabilization and access control improvements beneath the Monument Boulevard Bridge abutment to protect the flood control channel and maintain stable grades. Work includes subgrade preparation, installation of an 8-inch riprap layer with grout, and construction of vertical barriers of prefabricated concrete barriers as needed to limit unauthorized access and enhance long term site stability.

Reasons for Exemption
Pursuant to sections 15301, 15303, and 15304, of the Guidelines for the
Implementation of the California Environmental Quality Act (CEQA) of 1970, as amended, this project is determined to be Categorically Exempt (Class 1, Class 3, and Class 4) since the project scope is to add new safety barriers and ground covering to existing small infrastructure (bridge abutments). The project would include minor alterations to existing public facilities with no expansion of use and therefore qualifies for a Class 1 (Existing Facilities) categorical exemption under CEQA. The project would also involve the addition ofa concrete masonry wall and new grouted
riprap to establish new ground covering, constituting new construction of small structures and minor alterations to land, and therefore qualifies for Class 3 (New Construction Of Small Structures) and Class 4 (Minor Alterations To Land) exemptions under CEQA.
