CEQA Section 15301 applies to the maintenance, repair, and minor alteration of existing public or private facilities, including mechanical equipment, so long as there's negligible or no increase in capacity or expansion of use. The Central Kitchen is an existing facility, and the HVAC replacement will not expand capacity nor change the facility's use. Metro State Hospital is a historic era facility, however, the Central Kitchen has been evaluated and determined not eligible for listing as a historic resource, nor a contributor to the historic district, and the determination was concurred with by the State Historic Preservation Office. The State has confirmed no exceptions to the exemption apply.
