Document Description
The California Department of Fish and Wildlife (CDFW) has amended Streambed Alteration Agreement EPIMS Notification No. EPIMS-MOO-48480-R6, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison. The project is limited to removing and replacing seven wood utility poles (Poles 4464694E, 4464695E, 4464438E, 1592904E, 1592905E, 4428905E, and 4417301E) with new wood poles across three work areas, installing one screw anchor associated with Pole 1592904E, installing one screw anchor associated with Pole 1592905E, and installing two screw anchors as well as one anchor removal associated with Pole 4428905E. Equipment to be used includes line trucks, truck-mounted augers, vacuum trucks, a helicopter, and hand tools. CDFW has amended the Streambed Alteration Agreement to allow for the replacement of Poles 4464694E and 4464695E to be conducted utilizing a helicopter and crews on foot. Amended project activities described above will reduce the original total temporary impacts of 0.458-acre, to the new amended total of 0.356-acre, with no change to the original total permanent impacts of 0.001-acre, to resources subject to Fish and Game Code Section 1602.

Reasons for Exemption
On June 10, 2024, the State Water Resources Control Board, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15301 Existing Facilities. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
