Document Description
The revised Waste Discharge Requirements (WDRs) will regulate the discharge of pistachio- and citrus-processing wastewater generated by the Setton Pistachio and Porterville Citrus facilities in Terra Bella (collectively, the Terra Bella Processing Facilities). The updated WDRs authorize a maximum daily and total annual discharge of pistachio process wastewater of 3.0 mgd and 80 million gallons, respectively, and allow a maximum daily discharge of citrus process wastewater of up to 0.08 mgd.

Reasons for Exemption
To the extent that the WDRs authorize any changes to the Facilities’ treatment systems or operations, such authorization is exempt from further CEQA review because those changes constitute minor alterations to an existing facility with minimal or no expansion of the uses contemplated in the 2024 EIR adopted by Tulare County. The WDRs only authorize the discharge of process wastewater to existing ponds and existing irrigated agricultural lands.
