Document Description
The Project’s scope of work proposes to reconstruct South Fowler Avenue from approximately 500 feet north of Davis Avenue to the County Line limit (Kings River Bridge), bypassing the roadways across the Grant Canal Bridge; realign a portion of South Fowler Avenue from approximately 400 feet north of Davis Avenue to approximately 2,000 feet south of Davis Avenue to the west to be closer to the existing section line; grind and overlay the pavement at the crossings of Liberty Ditch Bridge and Murphy Slough Bridge; construct 2-foot-wide paved shoulders, shoulder backings, and roadside ditch on both sides of South Fowler Avenue from approximately 500 feet north of Davis Avenue to E Riverdale Avenue; install storm drain inlets, pipes, and other appurtenant work, as appropriate; and add traffic striping and shoulder backing on both sides of the South Fowler Avenue throughout the entire project limits.

Reasons for Exemption
The project’s scope of work consists of, in general, reconstructing existing roadway; realigning a section of roadway; constructing shoulders, shoulder backings, and roadside ditches; adding traffic striping; and installing drain inlets, pipes, and other appurtenant work. Since this project involves repairing existing roadways, that portion of work will not have an impact on the environment. Additional work within the project scope includes construction of small facilities appurtenant to the roadway such as drainage and shoulders, which are also considered exempt under CEQA guidelines. Overall, it can be concluded that the project will not have an impact on the environment and is considered exempt under CEQA.
