Document Description
The Spring Creek Meadow Restoration Project is located on approximately 202 acres of land conserved by the Feather River Land Trust located near Frenchman Lake. Hydrologic function of the meadow has been impacted by legacy grazing and road construction. The meadow and portions of the watershed also burned in the 2021 Beckwourth Complex fire. Portions of the meadow are deeply incised and erosion is still ongoing. The objective of the restoration project is to restore floodplain connectivity and address source problems. Restoration of floodplain hydrology and reestablishment of meadow vegetation should result in improved downstream water quality, delayed peak flows, increased carbon sequestration, and wildlife habitat improvement. The project includes a variety of treatment techniques to raise the water table and spread flow across the floodplain, including but not limited to riffle augmentation with rock and sod riffles, channel fill, beaver dam analogs in the upstream most reach, and installing plugs or willow fascines in ditches to disperse flow.

Reasons for Exemption
This project will complete restoration activities to a degraded riparian and meadow ecosystem and fits under Pub Resources Code 21080.56 (e) Statutory Exemption for Restoration Projects. The project was reviewed and received concurrence (#21080.56.2026/104.R2) from CA Dept. of Fish and Wildlife on May 18th, 2026. The project will contribute to the restoration of hydrologic function and meadow habitat heterogeneity and a long term net benefit to climate resilience, biodiversity, and sensitive species recovery. This project, as designed, is consistent with the use of a SERP.
