Reasons for Exemption
The proposed project is exempt from the provisions of the California Environmental Quality Act ("CEQA") according to section 15301, Class 1 (Existing Facilities) of the CEQA Guidelines. Section 15301 provides an exemption for the operation and minor alteration of existing private structures with negligible expansion of the existing use including, additions up to 10,000 square feet. The subject project reallocates area within an existing commercial building from liquor store use to an existing motel use with only minor exterior alterations. None of the exceptions to the use of the exemption identified in CEQA Guidelines section 15300.2 exist and, therefore, section 15301 is an appropriate exemption for the proposed project.
