The project consists of grading for a new access road no longer than 300 feet and new 1,615 square foot residence, resulting in less than 2,000 cubic yards of grading with no proposed change in use which is exempt under Section 15304 Class 4(a) and Napa County Local Procedures Appendix B, Class 4: Minor Alteration to Land. The site of the development is not on any of the lists of hazardous waste sites enumerated under Government Code Section 65962.5.
