Reasons for Exemption
The Class 1 Categorical Exemption consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Port will issue a Level I HDP for minor alteration of existing equipment involving installation of up to five (5) antennas, four (4) RRU dual swivel mounts, eight (8) RRU's, three (3) hybrid trunks, and mount modifications on tower with up to two (2) RP 6655's, thirteen (13) 50A SPD's, sixteen (16) 40A DC CB's, one (1) Cam-lock generator plug, twelve (12) SBS 190F batteries, two (2) LED timer switches, and two (2) LED lights on ground which involves negligible or no expansion of existing for former use.

Reasons for Exemption
The Class 2 Categorical Exemption consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The removal of up to six (6) antennas, six (6) remote radio units, and three (3) hybrid trunks from tower as well as one (1) RBS 6201 outdoor enclosure cabinet, one (1) EZBFO cabinet, two (2) baseband processor unit 6630's, one (1) power supply unit 4813 VR2A Kit, one (1) baseband processor unit 6648, one (1) digital unit for WCDMA 30, and one (1) generator plug from ground will allow for the replacement equipment to be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the equipment replaced. All equipment that is removed from the site will be disposed of in a manner that meets all federal, state and local environmental and regulatory requirements. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 (Class 1. Existing Facilities) and Section 15302 (Class 2. Replacement or Reconstruction); therefore, the Project is exempt from CEQA and no further environmental review is required.
