Document Description
The proposed project would involve the installation of wayfinding signs by ACE Parking (Applicant) on behalf of the San Diego Unified Port District (District) at the Convention Center Parking Garage and Bayfront Parking Garage (adjacent to the Hiton Bayfront Hotel) in the city of San Diego, California. Work to specifically complete the proposed project would involve the installation of one (1) sign above the entry/exit point for the Convention Center Parking Garage and six (6) signs along the walking paths within the Bayfront Parking Garage to improve wayfinding abilities for visitors using the garage. The signs for the proposed project would not include any new lighting. Additional details for the proposed signs are as follows:
• Convention Center Parking Garage
o One (1) sign above the northwest entry/exit point of the garage measuring approximately 43’6” long x 3’9” wide to display wayfinding signage for the San Diego Convention Center.
• Bayfront Parking Garage
o Three (3) signs on the first floor and three (3) signs on the third floor each measuring approximately 11’6” long x 3’10” wide within the parking garage walkway adjacent to Park Boulevard. These signs would display wayfinding signage to Gaslamp Quarter, Petco Park, East Village, or similar adjacent locations.
Construction of the proposed project is anticipated to occur in approximately mid-2026 and would take approximately three (3) days to complete with ongoing modifications, maintenance, and removal as needed. Equipment required for the proposed project would consist of hand tools and a scissor lift. No temporary closures are anticipated for the sidewalk or promenade adjacent to the project sites. At the Convention Center Parking Garage, there would be approximately one (1) day of closures for the northwest entry/exit point, so traffic would be rerouted to the main entrance along E Harbor Drive. Signage would be posted to notify parkers about the temporary closure.
Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the Applicant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.

Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and 15303 (New Construction or Conversion of Small Structures) and Sections 3.a. and 3.c. of the District’s Guidelines for Compliance with CEQA because it would involve no expansion of use beyond that previously existing, would not result in a significant cumulative impact due to the continuation of the existing use and would consist of installation of small new equipment and facilities in small structures. Sections 3.a. and 3.c. of the District’s CEQA Guidelines are as follows:
3.a. Existing Facilities (SG § 15301) (Class 1): Includes operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing;
AND/OR
3.c. New Construction or Conversion of Small Structures (SG § 15303) (Class 3): Includes construction of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and conversion of existing small structures from one use to another with minor modifications to the exterior of the structure.
The District has determined none of the six exceptions to the use of a categorical exemption apply to this project (CEQA Guidelines Section 15300.2).
