Document Description
World Triathlon Corporation/Ironman is proposing a triathlon race in the Redding area on August 16, 2026. The triathlon race will consist of swimming 1.2 miles, biking 56 miles, and running 13.1 miles. The projected number of participants is approximately between 1,500 and 1,800. The bike course will start at Oak Bottom Marina at Whiskeytown Lake and will finish at the Redding Civic Auditorium. The bike course would utilize Caltrans’ right of way at the following locations:
SR 299
• The bike course would follow SR 299 in Shasta County from Oak Bottom Marina to Rock Creek Road and then would cross SR 299 at Rock Creek Road. The eastbound lane of SR 299 would be closed to traffic between 6 a.m. and 9 a.m. The westbound lane would handle two-way traffic during this time.
• The bike course would cross SR 299 between Dry Creek Road and Deschutes Road. The westbound lane of SR 299 would be closed to traffic between 7:37 and 10:45 a.m. The eastbound lane of SR 299 would handle two-way traffic during this time.
Interstate 5
• The bike course would cross Interstate 5 at the Oasis Road overcrossing. Both lanes of the Oasis Road overcrossing would be closed to traffic between 7:02 a.m. and 9:29 a.m. The Interstate 5 northbound and southbound offramps at this overcrossing would be closed to traffic during this time.
• The bike course would cross Interstate 5 at the Hartnell Avenue overcrossing. Participants are anticipated to cross this overcrossing between 8:21 a.m. and 12:19 p.m. No lane closures would be needed at this location.
SR 44
• The bike course would cross SR 44 at the Airport Road overcrossing. Both lanes of the Airport Road overcrossing would be closed to traffic between 8:06 a.m. and 11:46 a.m. The SR 44 eastbound and westbound offramps at this overcrossing would be closed to traffic during this time.
• The bike course would cross SR 44 at the Sundial Bridge Drive overcrossing. Participants are anticipated to cross this overcrossing between 8:26 a.m. and 12:30 p.m. No lane closures would be needed at this location.
Caltrans will issue an encroachment permit (02-26-6-SE-0260) for the sections of the bike course that utilize Caltrans’ right of way.

Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.

Caltrans has also determined that the project is categorically exempt in accordance with Section 15311 (Accessory Structures) Class 11. Class 11 consists of construction, or placement of minor structures accessory to (appurtenant to) existing commercial, industrial, or institutional facilities, including but not limited to (a) on-premise signs; (b) small parking lots; and (c) placement of seasonal or temporary use items such as lifeguard towers, mobile food units, portable restrooms, or similar items in generally the same locations from time to time in publicly owned parks, stadiums, or other facilities designed for public use.
