Document Description
The Shasta Valley Resource Conservation District (SVRCD), proposes to install, upgrade, and operate stream gaging equipment at two locations within the Shasta River watershed: Parks Creek at the Highway 99 Bridge and on private land
near County Road A-12. The purpose of the project is to improve the accuracy, reliability, and accessibility of real-time streamflow and stage data to support water management, watershed planning, drought response, and future restoration
efforts.
Project activities include installation or upgrading of pressure transducers or radar-based stage sensors, staff plates, telemetry enclosures, solar power components, mounting hardware, reference points, and associated data logging equipment. Periodic manual discharge measurements may also be conducted to develop and maintain site-specific stage discharge relationships. Work would occur at existing bridge crossings or previously disturbed/accessed stream margins and would use hand tools or small portable equipment where feasible.
The project involves minor, temporary, and localized ground disturbance associated with securing monitoring equipment and telemetry infrastructure. No channel modification, flow alteration, removal of healthy mature vegetation, or construction of new water-control infrastructure is proposed. All transmitted data would be considered provisional until reviewed through established quality assurance and quality control procedures consistent with CalSIP monitoring protocols.

Reasons for Exemption
The Shasta Valley Resource Conservation District finds that the proposed project qualifies for categorical exemption under CEQA Guidelines Sections 15301, 15303. 15304, and 15306.
The project involves a limited number of minor. temporary. and localized alterations to land for the purpose of environmental data collection. No removal of healthy. mature. or scenic trees is proposed, and no significant disturbance to environmental resources will occur. The project does not involve hazardous materials. does not affect sensitive habitat. and does not result in cumulative impacts.
None of the exceptions to categorical exemptions listed in CEQA Guidelines Section 15300.2 apply. As a result, the proposed project is categorically exempt from CEQA.
