The Class 1 Categorical Exemption consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Port will issue a Level I HDP for minor alteration of existing facilities involving installation of an Electrical Test Station (ETS) in two locations located at 600 Carrack Avenue and 2050 Edison Way for the purpose of taking pipe to soil (P/S) potential reading on existing gas steel main to ensure adequate cathodic protection.
