The public right-of-way abandonment has been found to be exempt from environmental review pursuant to CEQA Guidelines section 15061 (b)(3) which exempts activities covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. The proposed abandonment of the public right-of-way has no possibility of resulting in a significant effect on the environment as it will not produce any adverse physical change in the environment.
