Document Description
To replace a section of PVC irrigation distribution pipe with a new 66 foot long and
18-inch diameter PVC pipe. The irrigation pipe being repaired is located approximately 20-feet from the landside levee toe within an SSJDD easement landward of the standpipe used for distribution. A flexible coupler and concrete collar will be poured to transition from the steel to plastic pipe. Depth and elevation will remain the same. Backfill will be existing native soil. Repair will start from 20 feet from the toe of the levee and continue landward to the irrigation ditch. No maintenance will be done on the pipe going through the levee. The discharge pipe is authorized under Permit 948-1.

Reasons for Exemption
The project is exempt from CEQA under the Class 2, Replacement or Reconstruction categorical exemption (California Code of Regulations, Title 14, 15302), because the activity consists of replacement and reconstruction of an existing structure in the same site and will have substantially the same purpose and capacity as the replaced structure. In addition, the project is exempt from CEQA under the Class 1, Existing Facilities categorical exemption (California Code of Regulations, Title 14, Section 15301), because the activity consists of the operation, repair, maintenance, permitting, leasing, licensing or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use. No expansion of existing or former use will occur. Further, none of the exceptions to the exemption in California Code of Regulations, Title 14, Section 15300.2 apply.
