Document Description
BACKGROUND: The Spring Valley Community Center is used for hosting Advisory Committee meetings, Property Owner Association meetings, as well as a host of community related functions such as breakfasts, game nights, and themed community gatherings. The facility also functions as a central location in the event of emergencies within the community such as wildfires and storm events. However, during Public Safety Power Shutoffs (PSPS) the community center cannot been used as a Community Resource Center (CRC) by PG&E due to the lack of an ADA accessible parking lot (which is currently gravel) and path of travel to the center. Because of this, PG&E cannot use the center to provide essential services to the community. The nearest CRC is located over ten miles away in Clearlake. Additionally, the facility cannot qualify as Local Assistance Center (LAC) in the event of catastrophic wildfire.
This project seeks to remedy that by providing a paved parking lot for the facility which meets ADA standards. This will allow the facility to be formally recognized by FEMA, OES, and PG&E as a Community Resource Center, providing much needed services to the community in the event of another emergency.
DESCRIPTION OF PROJECT: The project will entail scarifying the existing gravel parking area approximately 4 inches and moisture conditioning. This would be followed by adding additional class II gravel base rock to the surface, approximately 1- inch, grading to a smooth level surface and compacting. Placement of a 4-inch hot mix asphalt surface and striping of the parking lot would follow. The project would entail approximately 45 cy of total fill.
Two ADA compliant parking stalls will be constructed at the entrance to the Community Center along with accessible pathway and a ramp to get to the landing. The parking stalls may be constructed out of concrete which would require excavation of approximately 4 inches to provide the required concrete thickness. The ADA compliant stalls would be followed by parking stall striping and accessible path striping to complete the project. There may be the need to modify the existing threshold of the Community Center to make it ADA accessible.
Construction would last approximately 10 days, Monday through Friday, from 7:00 a.m. to 5:00 p.m. Equipment used would be a paver, small grader or bobcat and a roller. Staging would occur within the existing disturbed (graveled) areas of the parcel. Construction would occur during the dry season and standard stormwater and erosion control Best Management Practices (BMPs), such as hay waddles and silt fencing, would be deployed as needed. No trees or vegetation would be removed. The site is flat with slopes mapped less than 10 percent, with the exception of areas along Wolf Creek that traverses the southern portion of the site (behind the existing buildings). All activities would occur within the disturbed footprint, would avoid the creek, and be located a minimum of 200 ft away from the creek and on the other side of the existing buildings and roads.

Reasons for Exemption
The project qualifies for Categorical Exemption under California Environmental Quality Act (CEQA) Sections 15301 (Existing Facilities) and 15304 (Minor Alterations to Land), which includes modifications to existing structures and facilities with no expansion of use, as well as minor alterations to land including minor grading, trenching and backfilling. In accordance with California Code of Regulations, Title 14, Division 6, Section 15300.2, there would be no cumulative impacts related to the project; there are no known unusual circumstances that would have a significant effect on the environment; the project would not be located within an officially designated state highway; no trees, rock outcroppings or historic buildings would be removed or damaged; and there are no hazardous waste sites within 1,000 feet of the project site. The County is unaware of any significant tribal cultural resources on-site, but has agreed to participate in cultural sensitivity training and construction monitoring with Yoche Dehe Wintun Nation. To address any potential unanticipated discoveries.
Based on the aforementioned, the Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
NEPA. The project has received grant funding from the CA Department of the Department of Housing and Community Development (HCD) under the Mitigation Resilient Infrastructure Program (MIT-RIP), which comes from the U.S. Department of Housing and Urban Development (HUD). As such, environmental review under the National Environmental Policy Act (NEPA) is required. In accordance with NEPA, a Categorical Exclusion per 24 CFR §58.5(a)(1), which includes acquisition, repair, improvement, reconstruction, or rehabilitation of public facilities and improvements, was approved by HCD/HUD on May 28, 2026, for the project.
