Document Description
The Sierra Nevada Conservancy would approve a grant to the 40 Acre Conservation League for the New Hogan Lake Acquisition project (Project). The Project is a 102-acre fee title acquisition of unused agricultural land in Calaveras County adjacent to New Hogan Lake, a reservoir operated by the Army Corps of Engineers. The purposes of the acquisition are to enhance biodiversity, conserve working lands, and facilitate education and public access to nature for underserved populations. The 40 Acre Conservation League will explore opportunities for potential future land management, which may include restoring and stewarding oak woodland and associated seasonal creek/riparian functions to measurably enhance biodiversity, maintaining the land as a productive working landscape through regenerative agriculture, and expanding public access through trails, nature-based recreation, and a small network of overnight accommodations and visitor-serving amenities. No management plan has yet to be developed, approved, or funded, and no potential future uses are approved at this time; future uses will need to complete any required environmental compliance and permitting and comply with all federal, state, and local laws and regulations.

The Project is strictly for the fee title acquisition of property. There is no management plan for the property yet in development, approved, or funded. The Project is categorically exempt from the provisions of CEQA pursuant to CEQA Guidelines Section 15316, Transfer of Ownership of Land to in Order to Create Parks. This consists of the acquisition, sale, or other transfer of land in order to establish a park where the land is in a natural condition or contains historical or archaeological resources and the management plan for the park has not been prepared. The project is also categorically exempt pursuant to CEQA Guidelines Section 15325, Transfers of Ownership of Interest in Land to Preserve Existing Natural Conditions and Historical Resources. This consists of transfers of ownership of interests in land in order to preserve open space, habitat, or historical resources. The intent of this fee title acquisition is to improve and conserve ecological conditions, maintain the open space as a working landscape, and potentially provide public recreation and education. No management plan has yet to be developed, approved, or funded, and no potential future uses are approved at this time; future uses will need to complete any required environmental compliance and permitting and comply with all federal, state, and local laws and regulations.
