The garden is located in an area of the park that consists of grasses and a bench, and is not in proximity to any sensitive habitat areas. These minor improvements proposed would not change the nature of the use, and none of the exceptions to the categorical exemptions from CEQA Guidelines section 15300.2 apply to the project.
