Reasons for Exemption
Project falls within the Categorical Exemption set forth in CEQA Guidelines Section 15301/Class 1(a), (b) which exempts projects that relate to the operation, repair, maintenance, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Examples include:
(a) Interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances.
(b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.
The Fresno-Clovis Regional Wastewater Reclamation Facility site is approximately 2,966.88 acres or 129,237,292 square feet. The proposed project involves minor alterations to the existing Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF). It includes construction for the installation of three(3)-2.5-megawatt natural gas emergency backup generators on a 2,400 square foot concrete pad and related appurtenances within a 5,000 square-foot project total area at the existing wastewater
treatment facility. Scope of work includes but not limited to, installation of natural gas supply pipeline, transfer switches, electrical system modifications, and site grading. The work involves minor alterations to the existing facility and the emergency generators will ultimately be run by on-site biogas supply. The proposed project provides a negligible expansion of use of the facility as it is installing emergency
generators.
Furthermore, Staff have determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
