Document Description
Pursuant to Fish and Game Code section 1652, the California Department of Fish and Wildlife has approved the Richmond Ranch and Calero County Park Stock Pond Desedimentation and Restoration Project submitted by Santa Clara Valley Habitat Agency.
The Project includes the restoration of a total of seven ponds at the two properties. Specific restoration activities include removal of up to 1,545 cubic yards of sediment to deepen the ponds and increase hydroperiod; the stabilization and repair of existing pond infrastructure, including placing angular rocks to dissipate flow and reduce downstream erosion at spillways, and the repair and stabilization of pond berms; the installation of approximately 1,000 linear feet of welded wire panel fencing around portions of ponds to protect hydrophytic vegetation and prevent feral pig rooting; and the installation of logs, branches, or other woody debris structures to provide habitat enhancement features for native wildlife.

Reasons for Exemption
On February 27, 2026, the Santa Clara Valley Habitat Agency, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15333. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
