Document Description
The Project consists of repairing and rehabilitating the City's existing roadway network at various locations citywide. Work includes cold milling, asphalt concrete (AC) overlay, localized AC digouts, and slurry seal within the existing public right-of-way (ROW). The project also includes replacement of existing pedestrian curb ramps, vehicle detection loops, striping, as well as the adjustment of utility valves, boxes and vaults as shown on the project plans.
All improvements are limited to replacement of existing assets and will not increase roadway capacity or expand the existing roadway footprint. Excavation associated with localized pavement digouts is anticipated lo occur to a maximum depth of approximately 30 inches below existing grade. Curb ramp work will consist of reconstruction of existing ramps within the existing sidewalk and curb return areas.
All construction staging, material storage, and equipment laydown will occur within the existing ROW, as allowed per Section 3-12.4.2 of the Greenbook. Work includes traffic control, protection of existing improvements, and restoration of disturbed areas. The duration of construction is anticipated to be approximately 8 to 9 months.

Reasons for Exemption
The City of Chula Vista conducted an environmental review and determined the project is exempt from the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301 (Existing Facilities), which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or fo1mer use and 15302 (Replacement or Reconstruction), which consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The exceptions listed in State CEQA Guidelines Section 15300.2 would not apply in that no cumulative impacts were identified, no significant effects on the environment were identified, the project is not adjacent to a scenic highway, no historical resources would be affected by the action, and the project was not identified on a list of hazardous waste sites pursuant to Section 65962.5 of the Government Code.
