Document Description
The proposed projects are a part of the City's efforts to address homelessness within Sacramento. Each proposed project would include the development of a "micro-community" for unhoused seniors (aged 55 years and older) that would include 120-sf prefabricated units as well as various associated on-site amenities, such as shared bathrooms, gathering space, and dog-run areas, as discussed in further detail below. Pets would be limited to two small or one medium dog or cat per resident and would be required to be registered, vaccinated, and spayed/neutered. Such services would be provided free to residents. Project Site 1 The proposed project would include the development of a "micro-community" for seniors with a total of 40, 120-sf prefabricated units. The project would also include six shared bathrooms which would each include an Americans with Disabilities Act (ADA)-compliant shower, lavatory, and toilet; one shared two-stall bathroom; and two shared laundry facilities. An outdoor dining area with a sink, two electric cooking devices, and seating would be provided. A 2,700-sf dog run would be included on the southeastern portion of the site. A portion of Project Site 1 is located within a FEMA floodplain. Thus, development of Project Site 1 would include elevating the micro-community unit pads above the base flood elevation using ground screws to reduce risk of flooding. The ground screws would be installed along the perimeter of the proposed units and would raise the units approximately three feet above ground level. The existing utility shed, utility pole, and trees would remain as is. Project Site 2 The proposed project would include the development of a "micro-community" for seniors with a total of 28, 120-sf prefabricated units. The proposed project would also include three shared bathrooms which would each include an ADA-compliant shower, lavatory, and toilet; two shared two-stall bathrooms; and two shared laundry facilities. An outdoor dining area with a sink, two electric cooking devices, and seating would be provided. A dog run would be included on the southwestern portion of the site. Pets would be limited to two small or one medium dog or cat per resident and would be required to be registered, vaccinated, and spayed/neutered. Such services would be provided free to residents. Project Site 3 The proposed project would include the development of a "micro-community" for seniors with a total of 40, 120-sf prefabricated units. The proposed project would also include four shared bathrooms which would each include an ADA-compliant shower, lavatory, and toilet; one shared two-stall bathroom; and two shared laundry facilities. An outdoor dining area with a sink, two electric cooking devices, and seating would be provided. A 2,800-sf dog run would be included on the northwestern portion of the site. An optional kennel located south of the dog run would be provided as well. Development of all three project locations would also include associated parking and access, landscaping, and utility improvements. Dogs would be required to be leashed at all times. Animal waste would be collected and disposed of in sealed containers daily by residents and on-site staff.

Reasons for Exemption
The project is consistent with the use and density established under the existing 2040 General Plan for which the City has certified the Master EIR. The project would not result in any significant impacts that: (1) were peculiar to the project or the project site; (2) were not identified as a significant effect in the Master EIR; (3) were potentially significant off-site impacts and cumulative impacts which were not discussed in the prior MEIR prepared for the General Plan; or (4) were previously identified significant effects, and which as a result of substantial new information that was not known at the time that the Master EIR was certified, were determined to have a more severe adverse impact than discussed in the Master EIR.
