Reasons for Exemption
The project is categorically exempt under Sections 15301, 15303, 15304, 15311, and 15323 of the CEQA Guidelines. The project event would take place in the existing Camera Obscura building and would not result in any expansion of the use of the building or Palisades Park, and therefore is exempt under Section 15301 (Class 1 Existing Facilities). Additionally the event would include the installation of temporary equipment and facilities (such as tents, signage, canopies) and therefore is exempt under Sections 15303 (New Construction of Small Structures) and 15311 (Class 11 Accessory Structures). Additionally, all land would be restored to original conditions post-event; and therefore, the event is exempt pursuant to Section 15304 (Minor Alterations to Land). Furthermore, the event is exempt under Section 15323 (Class 23 Normal Operations of Existing Facilities for Public Gathering) since the event would occur in the existing Camera Obscura which has historically been used for public gathering events.
