Reasons for Exemption
The proposed Project is exempt from CEQA pursuant to Guidelines Section 15302 because it proposes to replace existing and fully-functional but deteriorated city streets with new improvements in the same location utilizing the same existing public right-of-way and serving the same function. It would not increase the capacity of the street. Similarly, the replacement of aging water main and service lines with new pipes and fittings of the same size will not increase the capacity of the system.
