Document Description
The project consists of improvements to the Geezer Cove and Horseshoe Cove boat launches including installation of a roll up trackway system designed to provide vehicles more traction when launching/loading boats, ADA compliant vehicle/trailer parking spaces at each boat launch, accessible access paths to the boat launches, floating courtesy docks and gangplanks. The trackway system, courtesy dock and gangplank can be moved between the two boat launches based on water levels in the lake.

Reasons for Exemption
The project is exempt from CEQA pursuant to Sections 15301 (Existing Facilities), 15303 (Construction or Conversion of Small Structures), 15304 (Minor Alterations to Land) and 15311 (Accessory Structures) of the State CEQA Guidelines. Section 15301 is applicable because the project consists of improvements to the existing boat launches and dock systems. Section 15303 is applicable because the project also includes construction of new ADA accessible parking spaces at the existing boat launch locations and concrete landings for tethering the trackway system, courtesy dock and gangplank. Section 15304 is applicable because construction of the ADA compliant parking, ADA accessible pathway and construction of the concrete landings may require minor grading or land disturbance. Section 15311 is applicable because the project components are appurtenant to existing County facilities at Lake Morena County Park. Additionally, the project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
