Document Description
CDCR proposes to perform various upgrades to the California Men’s Colony Wastewater Treatment Plant located southwest of Cuesta College on Tehama Avenue, San Luis Obispo CA. The work involves a new screening facility, influent pump station modifications, alkalinity control and chemical feed system, replacing of the existing 6mm headworks eliminator fine screen with a 3mm element panel, installation of a new filter feed pumping station with two new submersible pumps in a below grade wet well, aeration system improvements and possible improvements to the waste activated sludge holding tank if deemed necessary after a comprehensive inspection. All work will be performed within an already developed area.

Reasons for Exemption
The project is categorically exempt from CEQA under the “Class 1” (14 CCR §15301) exemption per the CEQA Guidelines because the project involves negligible to no expansion of use. The project site is not in an environmentally sensitive area and none of the exceptions to this exemption are applicable. This is one of a class of projects that the Secretary for Resources has found do not have a significant effect on the environment and therefore is declared to be categorically exempt from the requirement for preparing an environmental document.
