The proposed Special Use Permit for the car shows and fundraising auxiliary event areas is deemed categorically exempt from review under the California Environmental Quality Act pursuant to California Code of Regulations, Title 14, Sections 15304 and 15323, as it involves the temporary use of public facilities for community events with no permanent alteration to the site or expansion of use. The event will occur on an already developed public beach and parking area, and all event activities, including vendor booths and entertainment elements, are temporary and removed following each event. For these reasons, the project qualifies for a categorical exemption and is, therefore, exempt from further CEQA review.
