Document Description
As part of the California Stream Gage Improvement Program, the California Department of Water Resources has executed a contract with the City of Beaumont to install a total of four stream gages. One stream gage will be installed on Cooper's Creek at W. 4th Street (33.929545, -117.021603), one on San Timoteo Creek at Potrero Blvd. (33.941267, -117.017003), and two on San Timoteo Wash at San Timoteo Canyon Road crossing (33.986681, -117.134239) and Eastside Ranch road crossing (33.972931, -117.085200).
Each gaging station will include a staff plate, 2-inch diameter PVC stilling well with flexible conduit, a conductivity and water level probe, data logger with integrated telemetry, and antenna. The staff plate will be installed in the channel attached to a T-post. The stilling well will be installed on the streambank and extend to the channel invert, where the water level and conductivity probe will be installed near the channel bottom. Flexible conduit will connect the stilling well to a ~2" diameter PVC pipe that will house the instrumentation outside the channel. The stilling well will be secured to a T-post driven into the streambank, while the data collection equipment and antenna will be secured to a T-post outside the channel or on the bridge structure at the San Timoteo Wash at San Timoteo Canyon Road. Installation will be limited to the use of hand tools with no use of heavy equipment.

Reasons for Exemption
Proposed stream gage installations would be installed within previously disturbed areas with minor ground disturbance and no tree removal. The proposed stream gages will collect continuous surface water monitoring data, including stage, flow, water temperature, and specific conductance. Proposed activities qualify for categorical exemptions 15304 (Minor Alterations to Land) and 15306 (Information Collection). Proposed activities will not result in a significant impact to the environment and none of the exceptions described in CEQA Guidelines Section 15300.2 apply.
