Reasons for Exemption
The Planning Division has determined that, as proposed, the project is categorically exempt from the requirements of CEQA. The project qualifies as categorically exempt pursuant to Section 15303 – New Construction or Conversion of Small Structures, which consists of the construction and location of limited numbers of small facilities or structures. Being a proposed bell tower with a ceremonial significance, in a fully developed, suburban environment with no interface with nature, it can therefore be seen with certainty that the project does not have significant values for wildlife habitats or other environmental purposes. Accordingly, the project would qualify for a categorical exemption pursuant to Section 15303 – New Construction or Conversion of Small Structures.
