Document Description
Consolidated Irrigation District (CID) operates over 1,500 acres of dedicated recharge basins in the Central Kings Groundwater Sustainability Agency boundary. CID proposes to utilize grant and local funding to implement the Recharge Basin Flow Measurement and Modernization Project (Project) to modernize five existing recharge basin turnouts by adding flow measurement, control devices, and SCADA/telemetry to turnout facilities at five existing recharge basins. Minor ground disturbance would be required to install equipment, conduit, panels, foundations, small concrete structures, and localized structure modifications. Implementation of the Project would improve CID's ability to measure, document, and manage deliveries to the existing recharge basins.

Reasons for Exemption
Pursuant to Section 15301, Class 1 consists of "the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structure, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing former use" are exempt from CEQA. The Project includes the modernization of and minor modifications to the five existing recharge basins. Therefore, the Project is exempt from CEQA.
