Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Small Mixed Light Tier 1 commercial cannabis license submitted on 03/04/2026, by Snake Trail Farms. The project consists of a Small Mixed Light Tier 1 cannabis cultivation with a total of 5000 square feet of immature canopy and 8750 square feet of mature canopy. The project site will operate within a previously expired cannabis cultivation (CCL18-0001302). Cannabis cultivation will grow in (14) 20’ x 50’ Hoophouses with packaging and processing done offsite. The project site will be located at 78550 Road 343, Covelo, CA. The project will have onsite groundwater well and electricity will be provided by a generator. The project size is approximately 148,800 square feet located on a 113-acre lot. The surrounding land use is residential rural and cattle grazing.

The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. None of the exceptions to this exemption defined in Section 15300.2 apply.
