Reasons for Exemption
The project consists of the grading and earthmoving associated with the construction of one single-family residence and associated accessory garage, which is exempt under Section 15303 Class 3. The proposed road improvements are exempt under Section 15301 Class 1 and Napa County Local Procedures Appendix B Class 1, as they consist of reconstruction and resurfacing of an existing paved road segment, widening of the paved roadway by less than 8 feet, addition of short auxiliary turnout lanes for localized turning purposes, reconstruction and improvement of an existing unpaved agricultural road segment to meet Napa County Road and Street Standards, and minor operational improvements to drainage facilities within the road right-of-way, pursuant to subsections (d) and (g). The site is not in an environmentally sensitive area and is not on any of the lists of hazardous waste sites enumerated under Government Code Section 65962.5.
