Document Description
Owner Chris Bonacorsi proposes the Bonacorsi Tentative Parcel Map (PROJ-26-0032) to subdivide an approximately 4.75 acre lot (APN 042-020-090) into 4 parcels ranging in size between about 1.48 acres to 1.08 acres. The parcel is currently developed with a residence addressed as 3053 Alamo Ave., two accessory structures, a septic, and a well. No development is proposed as a part of this application; however, future single-family development is consistent with the zoning designation is anticipated. Water and wastewater disposal would be provided via individual wells & septic systems. Parcel 1 would retain existing driveway access off of Alamo Avenue while Parcels 2, 3 and 4 would obtain access via a proposed shared road.

Reasons for Exemption
The site has been historically developed with a residence and previous agriculture use. The conversion of on-site Prime Farmlands to non-agricultural uses associated with the build-out of this project were considered by the Butte County General Plan 2030 Environmental Impact Report which considered build-out of the 2030 General Plan which the Board of Supervisors adopted a Statement of Overriding Considerations for. The project site does not pose habitat for any species identified by the California Natural Diversity Database (CNDDB) to be within a (2) mile radius of the project site. In support, a biological survey by a certified biologist confirmed the site does not contain adobe-lily habitat or valley elderberry. Based on the facts above, it can be said with certainty there is no possibility the subdivision as proposed may have a significant effect on the environment. Consequently, staff determines the project is exempt from CEQA.
