Document Description
Request to amend the zoning designation of a 1.9± acre parcel from General Agriculture (A-2-10) to Planned Development to allow for the development of a private Renewable Natural Gas (RNG) fueling station to serve the existing fleet for Aemetis Biogas. The proposed fueling station will include a 2,100± square-foot fuel canopy with two compressed natural gas (CNG) dispensers and a 280± square-foot employee restroom facility. The facility will be gated and cardlock operated, but will be accessible to employees 24 hours a day, seven days a week. Four tanker deliveries of RNG fuel are estimated per-day, with up to two employees expected to access the site at a time to do so. The station will fuel the Aemetis fleet, which includes up to 40 trucks utilized for hauling commodities such as wet distiller grains and ethanol; however, only seven trucks per-day are anticipated to utilize the site for fueling. Tanker trucks will be utilized to refuel the above ground RNG fueling station at the nearby Aemetis Biogas processing facility on Assessor’s Parcel Number (APN) 045-026-039. Parking stalls for ten RNG tankers are proposed, but only three are expected to be parked on-site at any one time. Empty tankers will be parked on-site after fueling between uses.
The site is currently undeveloped. Ingress and egress to the site is proposed to be taken from County-maintained Jessup Road via two new driveways with the entrance approximately 425 feet from the intersection of Jessup Road and East Keyes Road and the exit driveway approximately 285 feet from this intersection. Screen landscaping consisting of approximately 24 deciduous trees along the Jessup Road frontage and approximately 34 evergreen trees along the East Keyes frontage and eastern property line are proposed, and the applicant has proposed enclosing the property with a seven-foot-tall chain-link fence with privacy slats. A storm drainage basin is proposed along the East Keyes Road frontage. 12 pole-mounted lights 25 feet in height are proposed to provide site illumination throughout the site. A 48 square-foot identification sign is proposed along the east and west sides of the fuel canopy.
The project site is located within the Keyes Community Plan, with a designation of Planned Industrial. The project site is located within the Keyes Municipal Advisory Council-adopted boundaries and will be served by Keyes Community Service District for public water and sanitary sewer services.
