The project does not have environmental effects which are individually limited but are cumulatively considerable; Finding: The IS/MND demonstrates that the project’s contribution to any cumulative impacts would be reduced to less-than-significant levels through compliance with General Plan policies, VMC standards, mitigation measures included in the General Plan Environmental Impact Report (EIR), the HCP AMMs, and project-specific mitigation measures. The project's development was included in the development projections on which the General Plan EIR is based, and cumulative impacts were adequately addressed in the General Plan EIR. Pursuant to CEQA Guidelines Section 15152(f), no further cumulative impacts analysis is required when a project is consistent with the General Plan where the Lead Agency determines that the regional or areawide cumulative impacts have been adequately addressed in the General Plan EIR.
