Reasons for Exemption
Class 1 – Existing Facilities (Sec. 15301): The Project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The “existing facilities” include, pursuant to subdivision (a), exterior alterations involving such things as plumbing and electrical conveyances and, pursuant to subdivision (b), utilities used to provide electric power or other public utility services. Class 3 – New Construction or Conversion of Small Structures (Sec. 15303): The Project consists of construction and location of limited numbers of new, small facilities or structures, installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. Consistent with subdivision (e) of this exemption, the Project involves construction of accessory (appurtenant) structures including garages, carports, and fences. Class 11 – Accessory Structures (Sec. 15311): The Project consists of construction, or placement of minor structures accessory to (appurtenant to) existing commercial, industrial, or institutional facilities. Consistent with subdivision (b) of this exemption, the existing facilities under the Project involve a parking lot. The Project has been examined in the context of these foregoing exemptions and has been found consistent with the criteria. The Project is not barred by any exceptions of Section 15300.2 because the Lead Agency/Applicant has determined that the Project: (1) is not located in a sensitive environment; (2) has no cumulative impact; (3) will not have a significant effect on the environment due to unusual circumstances; (4) will not result in damage to scenic resources; (5) is not located on a hazardous waste site; and (6) will not cause a substantial adverse change in the significance of a historical resource.

Reasons for Exemption
The Project is minor in scope and involves, among others, the construction and installation of solar photovoltaic systems (i.e., solar energy system) on parking lot canopy structures at an existing parking lot, ground mount, and rooftop on existing structures. The existing parking lot has been designated and used for parking vehicles as of the time of the application for the solar energy system and for at least the previous two years. The Project: (1) does not require removal of a tree protected pursuant to local, state, or federal requirements; (2) does not require removal of a native tree over 25 years old; or (3) does not involve any transmission or distribution facility or connection.
