This project proposes to remove existing damaged fencing and gates around flood control channels and replace with more durable security fences, gates, and related supporting posts in the El Cajon and Lakeside vicinity. The locations are Kenwood Drive (Site 1), Helix Street (Site 1a, 1b, 1c), Kenwood Drive (site 3), and State Route 67 (Site 15b) are to be constructed within one phase.

Section 15301(c) of the California Environmental Quality Act (CEQA) exempts from CEQA review the "operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use." The proposed project consists of replacement and installation of fencing and gates; therefore, the project is categorically exempt in accordance with Section 15301 (c) of the CEQA Guidelines because it involves the maintenance of existing public structures and facilities involving no or negligible expansion of existing use.
