Reasons for Exemption
CEQA Section 15311 applies to minor structure accessory to existing institutional facilities. Roof-eave barriers are designed to prevent unauthorized rooftop access and are accessory to the existing hospital buildings and serve a safety/security function. The barriers do not expand use or change building footprint, nor do they increase building height. Patton SH is a historic era facility which has been evaluated and determined not eligible for listing as a historic resource, and the determination concurred with by the State Historic Preservation Office. The State has confirmed no exceptions to the exemption apply.
