Reasons for Exemption
15301/Class 1(a), (b)
Staff have performed a preliminary environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines Section 15301/Class 1 (a), (b) which exempts projects that relate to the operation, repair, maintenance, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Examples include:
(a) Interior or exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances.
(b) Existing facilities of both investor and publicly owned utilities used to provide electric power, natural gas, sewerage, or other public utility services.
15303/Class 3 (d)
Staff have performed a preliminary environmental assessment of this project and determined that it falls within the Categorical Exemption set forth in CEQA Guidelines Section 15303/Class 3 (d) which exempts projects with the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the
exterior of the structure. Examples include:
(d) Water main, sewage, electrical, gas, and other utility extensions, including street improvements, of reasonable length to seNe such construction.
The project is to install fiber optics cable in an 'existing conduit' which runs from the Fresno-Clovis Regional Wastewater Reclamation Facility (RWRF) at 5607 W Jensen Ave to the City Hall Data Center. It includes inspecting, validating, and performing repair work to the existing conduit as necessary; installing 144 ct. fiber optics cable and terminating fiber optics at both ends. These minor alterations would have no impact on the existing surrounding, underground or overhead utilities.
Furthermore, Staff have determined that none of the exceptions to Categorical Exemptions set forth in the CEQA Guidelines, Section 15300.2 apply to this project.
