Document Description
The Wexford Lift Station is located in the urban residential neighborhood at the end of Granite Hollow Court in Granite Bay, CA. The lift station consists of an underground wet well, pumps discharge pipes, discharge valve vault, overflow tank, and a control and chemical feed building. The lift station is in an easement on homeowner association property and the overflow tank and sewer pipelines from the lift station are in an easement in front of the neighboring residential lot in Granite Hollow Court which is also owned by the homeowner association. The general project area is highly disturbed, from the original construction of both the residential neighborhood and the lift station. The project area continues to be disturbed from typical residential activity and from biweekly maintenance of the lift station. Landscaping around the site is maintained by the homeowner’s association. Many components of the lift station are reaching the end of their useful life and require replacement. The planned improvements will include replacement of pumps, discharge pipes, the discharge valve vault, and piping from the lift station to the vault. The project will also include installation of a new diesel generator with fuel storage and an automatic transfer switch, and replacement of the pump station building to accommodate the generator which will include air conditioning and a new electrical control panel with variable frequency drives. The current overflow tank is undersized for current Placer County lift station design standards therefore an additional overflow tank will be installed under the street with replacement of disturbed pavement. Traffic control will be used as needed to allow access to the 3 homes in the court. All necessary permits and approvals for the work will be obtained prior to commencement of work including compliance with County Code 19.50 for any nearby trees that may be disturbed. Linda Creek is located approximately 80 feet from the edge of the project’s work boundary and all standard BMPs will be implemented to prevent runoff or discharge to the creek.

This project is exempt from further CEQA review pursuant to CEQA Guidelines Sections 15301(b) Existing Facilities and Section 15302(c) Replacement or Reconstruction. Section 15301(b) specifically refers to minor alterations of existing facilities or mechanical equipment which do not result in an expansion of the existing use and specifically applies to the operation of existing publicly owned facilities. Section 15302(c) specifically refers to the replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity. The project is the replacement of existing public sewer lift station equipment with no increase in physical capacity of the system.
