Document Description
The California Department of Toxic Substances Control (DTSC), pursuant to authority granted under California Code of Regulations, Title 22, Division 4.5, Chapter 20 has issued a Hazardous Waste Facility Permit Renewal (Permit Renewal) for Asbury Environmental Services, dba World Oil Environmental Services – Ceres (Facility) for ten additional years located in Ceres, California. The Permit Renewal authorizes the Facility to consolidate, store, and transfer hazardous waste off-site to an authorized hazardous waste recycling, treatment, or disposal facility. The Facility will increase the tank trailer capacity in Unit #3 from 7,000 gallons to 8,000 gallons in line with tank manufacturing standards available for used oil tank trailers. There are no other proposed operational changes and no physical changes that require construction and/or ground disturbance for the Permit Renewal.
Background: The Facility transfer station is located at 1920 Morgan Road in Ceres, California. Operations consist of collecting used oil, used antifreeze, and oily water from offsite generators (gas stations, oil changers, auto repair shops, etc.) and consolidating these wastes at the Facility before shipping them to an authorized hazardous waste recycling, treatment, or disposal facility. Oil contaminated solid waste is generated on-site as a result of transfer operations. Liquid hazardous waste (used oil, used antifreeze, and oily water) is brought to the Facility in tanker trucks. Used oil, oily water, and used antifreeze are filtered through basket strainers on the pump suctions to remove any debris that might damage the facility pumping equipment and consolidated in tanks for storage prior to shipment off-site. The Permit does not authorize the Facility to treat or dispose of hazardous waste.
Project Activities: The Facility has four (4) permitted units: Unit #1, Tank Farm A contains two 10,000 gallon horizontal, above-ground storage tanks that are connected; Unit #2, a container storage area; Unit #3, a truck loading and unloading area used for shipping and receiving waste; and Unit #4, Tank Farm B contains two 10,000 gallon horizontal, above-ground storage tanks. All permitted units share the same secondary containment system. The Facility proposes to increase the tank trailer capacity in Unit #3 from 7,000 gallons to 8,000 gallons in line with tank manufacturing standards available for used oil tank trailers. Truck to truck transfer activities involve a tank trailer, that will not exceed 8,000 gallons at any one time. The 8,000-gallon tank trailer is parked within the loading/unloading area to receive waste and/or storm water transfers, when necessary. Multicompartment tank trailers may be used to separate waste types. Different waste types are not mixed together within the same compartments. During truck-truck transfer, two trucks are parked parallel to one another. The minor modification will not require any construction or ground disturbance. There are no other proposed changes to the Facility, or any of the waste being received or treated, or to any other operations or units. There will be no operational changes or ground disturbance. All previous Permit requirements will remain in effect. This Permit Renewal will not result in any new or substantially more severe significant impacts on the environment.

DTSC has determined that none of the exceptions to the categorical exemptions apply to this project, as described in Public Resources Code Section 21084(c), (d), and (e), and 14 CCR Section 15300.2. The continued operations of Asbury Environmental Services, dba World Oil Environmental Services – Ceres is consistent with the actions taken by a regulatory agency, to assure the maintenance, restoration, enhancement, or protection of the environment by properly receiving, storing, and consolidating hazardous waste.
