Class 3 applies because the proposed project involves construction of an approximately 7,510-square-foot maintenance and operations building and associated improvements within an existing, developed institutional site in an urbanized area. The proposed nonresidential structure would not exceed 10,000 square feet in floor area, would not involve the use of significant amounts of hazardous substances, all necessary public services and facilities are available to serve the project, and the site is not located within an environmentally sensitive area. None of the exceptions in CEQA Guidelines Section 15300.2 apply to the project.
