Document Description
The Project would include intersection improvements on Centre City Parkway, approximately 400 feet north of South Escondido Boulevard to approximately 400 feet south of Brotherton Road. Centre City Parkway is classified as a Super Major Road that accommodates northbound and southbound traffic in Escondido. South Escondido Boulevard is four-lane local collector that parallels and eventually curves to join Centre City Parkway. Brotherton Road is a two-lane east-west roadway that intersects Centre City Parkway and South Escondido Boulevard.
The majority of work would be performed at the intersections of Centre City Parkway and South Escondido Boulevard and Centre City Parkway and Brotherton Road. Proposed improvements include installation of traffic signals, luminaires, new ADA-compliant curb ramps, and high visibility pedestrian crossings. Other associated improvements would include traffic signage, curb and gutter reconstruction, and roadway resurfacing. Work leading up to the intersections would include striping modifications. Work in between the intersections would comprise of median improvements, installation of ADA- compliant curb ramps, and reconfiguration of existing medians to align with operation changes.
No changes to roadway capacity would occur.

Reasons for Exemption
- The Project consists of minor alteration of existing public facilities including existing roadways, sidewalks, curbs, and medians.
- The Project involves negligible expansion of existing medians to increase traffic safety.
- The Project would not expand the existing roadway.
- The Project consists of the installation of small structures including traffic lights and luminaires.
- The Project consists of the replacement of conventional landscaping within medians with water efficient landscaping.
Further, the Project also does not trigger any exceptions to categorical exemptions identified in CEQA Guidelines Section 15300.2. in that:
- Location. The proposed Project would use Class 3 and 4 Categorical exemptions. However, the Project is not located in a particularly sensitive environment or hazardous site mapped and adopted by federal, state, or local agencies. A site search into the U.S. Environmental Protection Agency’s Superfund National Priorities List and Cleanup, Department of Toxic Substances Control EnviroStor, and Regional Water Quality Control Boards GeoTracker databases did not identify any listed sites in or within a mile of the Project location.
- Cumulative Impact. The proposed Project will not result in a cumulative impact from successive projects of the same type in the same place, over time, as identified in the City’s FY 2025/26 Capital Improvement Program Budget. Furthermore, the Project is consistent with the City’s General Plan’s Mobility Element and Complete Streets vision.
- Significant Effect. The area of impact has been previously disturbed by urban development. Land uses surrounding the Project comprise of residential, commercial, and religious land uses. Mature trees surround a portion of Centre City and South Escondido Boulevard; however, trees would remain. The roadway was last repaved in 2018. No unusual circumstances are surrounding the Project which would result in a reasonable possibility of a significant effect on the environment.
- Scenic Highways. The Project is not located along or adjacent to a designated State Scenic Highway. The proposed Project will not damage scenic resources, including trees, historic buildings, rock outcroppings, or similar resources as the areas of impact have already been disturbed. The Project site consists of an active roadway; therefore, there are no buildings or rock outcroppings on site. Although, Centre City Parkway aligns with Old Highway 395, the California Department of Transportation does not designate Centre City Parkway as a Scenic Highway.
- Hazardous Waste Sites. The proposed Project site is not located on a listed hazardous site, as referenced above.
- Historical Resources. No historical resources as defined by CEQA Guidelines Section 15064.5 occur on or adjacent to the Project site. Therefore, the Project would not cause a substantially adverse change to the significance of a historical resource.
