Document Description
The culverts beneath the Rancho Murieta Equestrian Center access road, part of the local stormwater system, began failing during the 2024-25 rainy season and were identified in late 2025 as a public safety risk due to pipe deterioration, separation, and roadway damage. Engineering review indicates that a significant storm event could cause complete culvert failure, posing a danger to the public and cutting off primary access to key facilities south of the channel. The proposed project will replace the failing culverts to mitigate flood hazards, maintain and reinforce the access road, and ensure reliable emergency vehicle access.

Notice of Exemption

Exempt Status
Emergency Project
Type, Section or Code
Sec. 21080(b)(4); 15269(b)(c)
Reasons for Exemption
The project will serve to prevent or mitigate an emergency, as the failing culverts will likely result in a flood event, and/or restrict the use of the roadway, which would significantly limit emergency vehicle access to the equestrian center and leave the equestrian center with only one entry and exit point, increasing risks to public health and safety during peak use times.
