Document Description
The emergency director’s order project repaired damage at the Coalinga Rest Area located on Interstate 5, post mile 1.3, in Fresno County. The project replaced the existing crossover pipe, 3-inch backflow preventer, valve box, and 3-inch gate valve at the Coalinga Rest Area located on Interstate 5, post mile 1.3, in Fresno County. A water main break was detected in the northbound Coalinga/Avenal State Rest Area’s water supply system. The break occurred downstream of the backflow prevention system, which is a critical component designed to prevent contamination of the potable water supply. The break was located beneath the truck-side parking lot which increased the complexity and cost of repairs, requiring pavement removal, excavation, and restoration. The water main break revealed a critical failure in the water supply infrastructure, posing a risk to the safety and reliability of potable water service to the facility. The emergency project was needed to avoid the failure or threat of failure to the transportation system and to prevent or mitigate the loss or impairment of life, health, property, or essential public services.
